Allow users to disable "upgrade banner" in User Settings

Currently, when a new version of Alteryx Designer is released, you get a banner at the top of your Designer to upgrade. You can manually select to disable this for up to 30 days. 

However, this is really causing issues with Server compatibility. Users get notified to upgrade, thinking it's from the Server owners and upgrade then is no longer compatible with Server. Alternatively, it causes differences between users, etc. 

It would be ideal that it would be disabled in general but also controlled when software is pushed to machines through IT policies.

This talks about how you can edit the User Settings to turn off Version Checking - we have done something similar in our company to avoid people trying to upgrade - we push this setting as a configuration while we are upgrading their Designer.

In the upcoming 2024.2 release, we've modernized a number of alerts and notifications in Designer Desktop; the "New Version of Designer is available" notification being one of those. In addition to the style and user experience being modernized, we're adding some additional notification controls in User Settings. Users will be able to enable or disable the Version notification as well as IT/Admin deployments if they include the usersettings.xml file (C:\Users\[user]\AppData\Roaming\Alteryx\Engine\[designer version]) in their deployments.
