Allow manipulation of .tde before being published to Tableau Server

This would allow for a couple of things:

Set fiscal year for datasource to a new default.

Allow for specific filters on the .tde (We use this for row level security with our datasources).

The status of this idea has been changed to 'Inactive'. This status indicates that:

1. The idea has not had activity in the form of likes or comments in over a year.
