may i ask i first time got this SFDC connection error issue while i am running workflow and i dont know how to solve it. kindly advise if you know,  thank you very much.

Do you have an IT department that controls the API settings for your cloud instance?  Seems like you're hitting a wall regarding the amount of calls you're allowed to make.
