Python Tool Module Not Found when Scheduled Workflow My Computer

I have a workflow that uses the Python Tool for several steps and the workflow runs without error, however, when I add it to a scheduled workflow on my local machine, it fails to import many of the python modules saying that they can not be found. I have tried both in the scheduler DB and on disk with the same results. I don't understand what is changing when scheduled that the modules can not be found but manually running it everything works.

Is the scheduler installed on your local machine? if the scheduler is on another machine, the python packages will need to be installed in it too.

Yes I am trying to use the scheduler installed on my local machine
