NEED HELP WITH SUBTRACTING ONE ROW FROM ANOTHER

Hello everyone! I am looking for ideas to subtract one row from another. I have a column for the "fiscal year" and another for the "hours" worked.
I want to compare the number of hours worked in a certain year with the number of hours worked in a previous year by subtracting them.
I want it to be DYNAMIC and to still be connected to all the other data I have. So for example:

"Fiscal Year" "Hours"
FY22 10
FY22 12
FY23 7
FY22 15
FY19 20

Then I want the (sum of hours worked in FY22- sum of hours worked in FY23).
