Do logical cores have to be in place before upgrading 2021.4 to later versions?

Not sure I understood your question, but I will answer anyway 😀 Maybe you saw a document mentioning the AMP engine requiring more cores for optimal performance but that is not mandatory. I have seen companies using only 4 physical / 8 logical cores with the AMP engine on and that is fine as long as you don`t have lots and lots of concurrent workflows.
As for your second question, the short answer is yes. There are lots of moving parts when upgrading your server and I will share some important links for you to have before doing so. (not sure if you need it but leaving it all here for others as well)

- MongoDB schemas - related to your question, you can never jump MongoDB versions; in your case, you are going from 4.2 to 6, which is ok. IF you were on 21.3, you would be required to have an intermediate upgrade so your MongoDB doesn`t skip versions (4.0 > 4.2 > 6.0)

- IF your server has custom R and Python libraries, you will have to list and reinstall them
- Same for non-native-python-based connectors, you will have to check if reinstalling is required:
- Since Alteryx changed its encryption layer on 22.3, there is an additional tool/step called the migration prep tool that will run during the installation. I`m mentioning this because, depending on your server size, this could take a long time to execute.

- You have the option to run this part before the upgrade day
- After the upgrade, designers on version lower than 23.2 won`t be able to publish workflows, so all designers must be upgraded as well
