Replace Values Without Creating Duplicates

I have a list of values that I need to replace in a bigger dataset, information all matches except the Time and Value differ between columns, In the attached photo I have an Example, I want to replace Time 2 in the left side with the Data on the right side as it matches up. The data that will be replaced is the column "Value"

I want to avoid duplicates, Ideally I would have an additional column with the new values and the values it doesn't have would be Null.
