Assigning Work by Location and Capacity

I am attempting to assign work, prioritized by highest value, to employees based on their capacity limit and location. Some employees may overlap with one another by area and I want to distribute work fairly (as equally as possible based on availability). I have been struggling to build a reliable solution. Example tables attached.

Attached might help you to an extend. Macro is created in a way to Assign work based on availability of time.
