Server Admin "Collection owner could not be changed"

I am server admin and getting the error "Collection owner could not be changed", while trying to change collection owner from myself to another user.  Please advise.  Version below.

Hello @bertal34 . I am on the same version as you and am also a server admin, but I am able to transfer the ownership of a collection from myself to someone else. The person I am changing it to is also an admin; are you trying to transfer ownership to a non-admin? Might that be the problem?

@cpet13 thanks for your response.  I receive the same error when trying to change owner to an Admin.  Besides, supposed to be able to transfer ownership to anyone.
