Regex Parsing strings that includes delimiter

hi 

I have a table with large number of rows that includes Employee Names, and Title. The value in the Title column may or may not include comma, comma is also being used as the delimiter, is there a way to parse this?

Title,Employee_Names

CSE I - OUTBOUND,PETER ZHAO

LOYALTY CARE REP,LILY LEE

CUSTOMER ACCOUNT SPC, MULTI,IRVIN HO

Desired output

Title	Employee_Names
CSE I - OUTBOUND	PETER ZHAO
LOYALTY CARE REP	LILY LEE
CUSTOMER ACCOUNT SPC, MULTI	IRVIN HO
LOYALTY CARE REP,MULTI	LILLIAN WANG

To note, there may or may not be a space after the comma for Titles that include commas.
