Is it possible to create a new column with a formula referencing the row below?

I need to add a formula to my dataset, however, I need to reference the record below. Example would be creating a new column in row 1 that is using the value in row 2 to calculate the change? Sorry if this has been answered already.

You should be able to do it with a Multi Row Formula tool
