If contains formula

The data source file  contains the new (2022) and old (2021) scorecards.

Workflow 1 works only for 2021, I need to change it to work for both 2021 and 2022. 

However to change there needs to be crated a new column only for the years. I am wondering why when typing the "if contains" formula it should be = -1 , in order to have a data preview of the year different from N/A.
