How to check if cell has value and then further put workflows

I want to put write input data into output file and if input file is blank and change data. How do i check if first cell is blank and then apply two approaches mentioned above?

Your first sentence is not understandable, could you explain again what you want to do? 

Also what Input and Output filetypes are we talking about?
