Does Google offer a driver that can be leveraged to connect to Google Cloud SQL Server? If yes, then you can leverage a input tool via a driver connection.
I believe you can always sync up Google CloudSQL to a MySQL database and then connect that way.

You mean a Cloud SQL instance running managed SQL Server? There should be no difference between an EC2/Cloud SQL instance vs an on-prem SQL server instance. This assumes you have an authorization method and you are within a whitelisted VPN.
