Adding Rows and Merging Data

Please see the System Driver Ex Excel file.

I'm looking to merge the data in Input 1 and Input 2 (sheets) to end up with the output in Expected Output.

I need to add blank rows to Input 1 and then add the indicators in Input 2 to the top of the data columns in Input 1.

Any help is greatly appreciated!! Thank you!
