I have different understandings on the questions. 

 

1. A 2-day holiday at New Year is not necessarily called 'New Year's Day'. Such as the St. Berchtold's Day in Switzerland, Triumph of the Revolution and Victory of Fidel Castro in Cuba, and the so called 'New Year Day' in Russia (without the 's). Also, is New Year's Eve part of the New Year holiday too?

2. Different understanding of the first question will lead to different results in the second question too. My understanding is: as long as they have 2019-01-01 off, whatever they call it, they are having New Year's Day as a holiday. There are only two contries that don't have 2019-01-01 off:
