Solved as requested but don't really agree with the approach, there are bound to be a bunch of double counted entries e.g. for 2015 which is now falsely marked as top consumption rate year.

Got to the answer, but a bit confused by the dividing by 2.  Copied the same logic for fish to potatoes.

I have an analytical issue with how we're told to divvy up the "school years" - looking at the years listed for both fish and potatoes, this is clearly just an accounting or data labeling change. The amount listed for "2015" and all the single listed years prior is consistent with the amounts listed for "201516" and all doubly listed years afterwards. 

So the direction to divide "201516" in half and add half of it to the "2015" listing will (erroneously) drive 2015 to be the default winner for both the fish and potato categories, and leave 2016 artificially low. 

This seems to be a mistake, so I left the years grouped as they are listed in the dataset.

Love it! I worked in a dynamic select just for funsies. 

I didn't split the "multi-year" listings because the numbers didn't make sense, so my year for fish was 202021, spuds was still 2015. 

And any chance for me to work in a Samwise Gamgee meme is a good day!
