Comparing each row to multiple other rows in other data set

Hello,

I'm trying to do something very basic, but somehow cannot find an efficient way to do it.

Here the set up.

I have the following data set:

Transaction Data Set

ID	Location
Transaction #1	Centroid1
Transaction #2	Centroid2
Transaction #3	Centroid3

so each transaction has a geographical location.

I'm trying to find the closest city and distance to it. I have another data set

Location Data Set

ID	Location
City #1	Centroid1
City #2	Centroid2
City #3	Centroid3

I have large amount of rows, so I need to "loop" each row of the Transaction Data Set, and compare distance for all rows in Location Data set.

What is the best way to do this?
