Remove second set of headers in the middle of the workbook and spaces

I may receive information in the attached format. I need to remove the blank lines after the first section and remove the second set of headers. I also need the corresponding Alternative list to be horizontal (on the same row) as the original spice listed (not all lines in Alternative have multiple suggestions.)  The received tab is what is sent and the desired results tab is what I am trying to accomplish through Alteryx.

(Some of the spreadsheets received may have numbers in the Spice and Alternative Spice column instead of words.)

Hello Adam,

I had a similar case where I had the header in between the records, I was able to exclude it using Filter tool, Thanks!
