Batch macro doesn't output groups with no records

As I worked on the batch macro from the Challenge #304, I through I would need to add the Block Until Done Tool to account for instances where there are no records to be output for a particular Assistant to the Regional Manager.
When I tested my macro, it resulted in errors for those Assistants with no records, but my intention was just to stop the process with no error messages. When I removed this logic from my macro, I noted that it does not output empty .yxdb files (macro had the Output Tool in the end) when there are no records. I was wondering is that a standard behaviour of the batch macro?
