Created Schedule but can't see it or add to a collection

hi
we are on a fresh install ServerGallery (2023.2 is the version)
logging in with the "Run As" user we created a collection, shared it etc and works fine
when we create a schedule, for any of the collection's workflows it shows an error message and said words to the effect of "cannot save the schedule"
however, the schedule was created and can only be viewed by other users and not by the "Run As" user. both of those other users are also curators and are both members of the collections.
no matter where we look we cannot seem to work out how the "Run As" user is able to view it's own schedule. anyone seen this before?
