Limiting Quantities by Maximums per day

I need some help with this.   

I am tasked with limiting sales volumes to a max per day and the remainder will go to the next week day (Mon-Friday).   What I cannot figure out is how to 1.)  skip weekends as an option and 2.) Eliminate US Holidays.  Does anyone have an idea on the best way to do this?  Each day will involve several rows so the day has to be repeated until the quantity is reached and then will move to the next valid available day. 

Any help is greatly appreciated.

To skip weekends you wil use the datetimeparse function, to eliminate the US Holidays, you will need to use an external table with this information.
