Is the Scheduler being removed as an option to schedule workflows? I am being told a server is being needed to be purchased to use this going forward?

Scheduler makes sense if you're using the server which you schedule your workflows to run. Technically it's true without server option, you cannot publish your workflow to the server to run scheduled time. But, if there is another Alteryx server in your organization, you can use it. I hope this answers your question.

Previously there was an add-in license to enable scheduler in Designer, called "Desktop Automation".

Unfortunately, as of today, desktop automation is already terminated, and no other choice than using Alteryx server if we run workflow by scheduler execution.

An alternative you can try is to use Alteryx Designer Cloud + Alteryx Designer Desktop. You can schedule with Cloud too, but do note that not all functions are available on Cloud version.
