Challenge #368: Time Zones

Imagine you work for an international company and have colleagues in locations around the world. You need an easy way to remember how many hours ahead or behind the time is at their location. Using a time zone table from Wikipedia and a list of cities where your coworkers live, you want to produce a list of the time differences between city pairs. 

Using the dataset and the table provided, complete the following task: 

Determine the time difference between each pair of cities in your output. Each city pair should be listed twice, with the correct time difference either ahead or behind. Your output should look like this.
