• Use text to column tool to break the codes( to rows)
• use formula to convert time to int before appending to reduce effort:
• if left([UTC_offset_STD],1)="−" then -1*tonumber(Replace([UTC_offset_STD], "−", ""))
  else ToNumber([UTC_offset_STD])
  endif
