This was rather amusing. Thought very long about it... but I think it's as dynamic as it gets. Adding interface tools will be an added step I'd take to make it more interactive too.

A very enjoyable challenge. Lots of scenarios to consider and it did take me longer than expected to solve.

A month ago I ran away from this problem but finally decided to tackle it. I'm happy because it did not take me many tools but I had to build out and test a lot of formula logic. With the inclusion of 'and' in certain sections based on some if/then logic I think my answer is almost better worded than the solution output.
