Those are the only two places that could keep you from scheduling workflows. Also important to mention that you can`t schedule from the admin tab.
Admin > Settings > Users can Schedule Workflows
Admin > Users > Permissions
I would try clearing the cache and refreshing the page just in case. as well.
From what you said, both are enabled so I would check the Gallery logs to see if you can find any kind of error related to this.
Feel free to share the gallery logs here and I will help you, but please 'reproduce the error' right before (Open a workflow using the home tab)
