Urgent help

• Can someone help me to achieve two things :

  1) i have a dataset where i want to highlight  and flag circular name where circular close date is  not within 15days of  circular issue date.

  (Circular close date should be within 15 days of circular issue date)

  2) i want to create first email that will needs to be sent for the same workflow where 15days is crossed and prior to that one email to be sent to update that deadline is about to breach . Eg: 13th day i should receive first email to say please close the circular. 
  and if its still not done the 16th day it will be sent to the team lead stating defaulter .

  i have attached data set for the reference.

Running the workflow first email to be send on 13th day for reminder to close the circular

and another on 16th that you are a defaulter.
