Formula with 12-hour time

Hi All,

I am looking for a formula which will give me "Sydney" for any time something is purchased between 9pm and 9am and then give me "Paris" for anything purchased between 9am-9pm. The time column will be in 00:00:00 AM/ PM (HH:MM:SS) format and be a time data type. 

The time will be in 12-hour format too and have either AM or PM at the end.
