Burst Output To Multiple Files Preserving Formatting and Data Validation Columns

We have a number of business processes that follow the same workflow:

• Feedback is needed on data (business need)
• Process
  • Pull all data sources together needed for the person providing the feedback to respond appropriately
  • Create an Excel workbook with the data drivers and column(s) of feedback that have data validation (selection lists) for the operator to choose from
  • Burst the Excel Workbook by business division
  • Send divisions their workbook
  • Collect / Aggregate their responses
  • Report on the results

I know how to burst data into multiple output when creating workbooks that will be overwritten with each workflow execution.  How do I burst the data into a pre-formatted template that includes data validation?

Suggestions for rewording that might allow this to catch someone's attention?  We need to perform this function in the next 2 days and am not looking forward to manually editing numerous Excel files if it can be avoided.  😰
