The key to this one was creating the quarterly groupings using Generate Rows tool + a pair of Multi-Row Formula tools. Someday I'll get around to creating a macro for the "pair of Multi-Row Formula tools" combo - I use this combination quite often when I need a bit more control over the outcome than the Tile tool provides.
