My solution is similar to some of the others.

I used a datetime formula to calculate the quarter (where [Min_ContractDate] is the min for that specific client.
I assumed the quarter was based on calendar months, as the instructions didn't specify what to do if a contract started mid-month. That didn't really matter, anyway, since all of the contract dates started on the first of the month!
