Nice and simple once I realised there was a data discrepancy. I thought I was going mad for awhile, but it turns out I'm probably not. At least the sock-puppet that tells me to burn things says I'm not...

I think I probably did this in the same way as everyone else. I fed the data into an auto-tool to convert the fields to the appropriate types, filtered to those records that had a Positive Feedback Rating of 10 or more, used the sum tool to provide the average rating grouped by Department Name, Class Name and Clothing ID.
Then I simply sorted the records accordingly and used the Sample tool to take the first five records for each Class Name.
Done.
