offline license activation on a vm

hello

we are using Alteryx Designer on a VM which doesn't access Internet

so we try to use offline activation

generate a .req file

validate it from the license web site on a PC connecter to internet

transfer it to the WM

trying to use the file

and there we have an error message

the same process on my PC works files

the Vm has access to the whitelist

port 80 and 443 are open

the licences are ok for being used on a VM

what do I miss ?
