Multiple Join based on two or more entries for a particular cell

Hi Experts,

Hope you all are doing good.

I am new to Alteryx and tried finding out the way but looks like it is multiple join and would require your help in joining two different set of data records with a condition.

I am attaching sample data here.

I would like to get the results if there is a match on two cells. For Ex. User - 1 has 4 Functions in the Sheet 1 and only two functions causing a Risk which is mentioned in Sheet 2. My Task is to check all the Functions of a user and see which functions are causing a risk and map that risk to the user.

User -2 has Func - 3 but as it doesn't have the Func 1, so it shouldn't get a risk.

I should get something like I mentioned in Final Output Column of Sheet - 1.

Thanks for all your help in advance.

I don't know if it's the best way, but I think this works.  User 1 also gets risk 2 since they have functions 2 & 4, is there a reason they don't get it in your version?
