Done.

Nice variety of quirks in this one.  In particular, it seems NY and Penn are both the minimum in 2004, so I've left both of these in my finished data, as I feel neither of them should get off the hook of shame.  They do not like the hook of shame.

Lots of joins and summarizes. Looking at others solutions, mine is pretty in-line with those but not the included solution which I thought was quite complicated. Learned how to set up row 1 as headers for a text input. Similar to input tool but not as obvious. Also learned you don't have to remove commas when using ToNumber function.
