Here is my solution
For me, the challenge was to get the highest and lowest production values, the rest is good prep and blend practice.
My solution: Sort+Sum - Sorting by year and production numbers enables the Sum Tool to use group by year and then take the first (highest) and last (lowest) Value and State.
