SUBMIT YOUR IDEA
Took inspiration from others to try and solve this without the Multi-Row Formula Tool (nor the Group By feature in the more recent version of the Record ID tool). This challenge gets at the very useful difference between Row Numbering, Ranking, and Dense Ranking
