Wow, this was tough!  I'm still learning Spatial objects, so it was a good challenge, especially since the averages in answer were including the first point from the next segment.  A bit convoluted but I got there with matching averages and separate spatial obj line segments per storm type.  Thanks to the Summer Camp ACEventures in Spatial for help with line segments!
