Please find my solution below. However, I still have few questions (just in case wrote in spoiler part)

In my first solution I used Buffer Tool:

Then I realized that in official solution Trade Area and Smooth Tools were used. And the results were different! I've started experimenting with solutions, even create macro for comparing them. And it turned out that if method is better for Fiber A, it could be worse for Fiber C!
I'm wondering why it is like this. If somebody could help me understand, I will greatly appreciate it.
