Without the drive time dataset I've made it with an arbitrary distance.

I used a a modest 15 mile radius to complete this challenge.

I used 15 miles instead of 30 minutes. Different answer, but I get the idea :)

I have no drive time data so I simply used 30 mile radius. I changed it in the solution file and it matched the results.

Had to peak at the solution to learn that the summarize tool contains the spatial intersection method.

Did not have drive time data so just used 30 mile radius instead and verified output with the solution file.
