Solved it without the drivetime info, so it produced different outcome. If drivetime data were used, the steps of workflow would be the same.

Cannot calculate driving distance, so used area with normal miles. If you connect the workflow to Alteryx with drive distance package and change the number of minutes, it will give the right answer

I too dont have the drive time so just made an assumption of miles.

Similar to others, I didn't have the drive time data, so I set the radius as 15 miles (if you travel at 30mph, then that's 30 minutes of driving). Here's my solution:
