I think the definition "Highest demand" here is not clear.

The answer in the output is consistent with the counting of record number, but I would argue we should count the actual approved petitions as in Part 1 of the question.

I was getting the wrong answer because, similar to @Qiu 's comment, I was using the Approved petitions but the answer seems to be based on Approved + Rejected. I guess that if it was Rejected, it's still part of the demand, but that part of a little unclear.

When we refer to 'highest demand,' we are specifically referring to the number of petitions submitted by each company, regardless of whether they were approved. It is based purely on the volume of petitions filed, not on the number of approved petitions.

 

To address your concerns, I’ve made some adjustments to the instructions to clarify this definition moving forward.
