Certainly not the most efficient challenge I've done in terms of the number of tools, but it gets the job done! A slightly obscene number of Multi-Row Formula blocks and a little touch of RegEx.

I completely forgot how useful tokenize is when using the parse tool. I was able to use that and the multi-row formula a handful of times to successfully apply the pulled Employment Categories and Categories to each row of data. The final total count of Employment category with the categories is 150 so that makes sense the total I have was 1,500 records because the data I downloaded covered the years from 2011 to 2020.
