Fun challenge and I wish it would have taught understand data in context.
I believe it is important to be critical of your data and you need to understand your data in context.
Therefore, I have kept tiers in the data as a team (Country) can have multiple people who scored same max points. Sports after all is in many cases is a team contest or have multiple athletes competing in same events.

Here is my solution and using the rank tool seems the most natural tool to use.
