I found that the start input has a problem that doesn't contain the whole original input files.

This file contained an unnecessary comma at the end of the file, which caused a conversion error.

When I use the original files, I can get 48 cities at task 1(sample output is 41 cities).

I probably could have started with a union to just pull in both files...hindsight is 20/20.
