Took me a few tries to understand what was meant by best driver in the rain.

This question is not very clear and the solution doesn't seem very sensible. What the included output demonstrates is the most consistent driver across weather conditions, not the best (especially in the context of racing). While I agree that the delta (i.e. consistency across weather conditions) is an important factor, it is not the most important factor. The provided data even exemplifies this fact since Driver 1 is faster that Driver 9 in every weather condition.

In common with others, I don't understand why this is the answer you're looking for.  Driver 1 is on average the fastest in all conditions, yet Driver 9 is considered better because there's slightly less difference between their performance in sun vs rain?
