What the included output demonstrates is the most consistent driver across weather conditions, not the best (especially in the context of racing). While I agree that the delta (i.e. consistency across weather conditions) is an important factor, it is not the most important factor. The provided data even exemplifies this fact since Driver 1 is faster that Driver 9 in every weather condition.

In common with others, I don't understand why this is the answer you're looking for. Driver 1 is on average the fastest in all conditions, yet Driver 9 is considered better because there's slightly less difference between their performance in sun vs rain?
