My fairly quick solution:

Notes:

Learned about Smart Round function.
Regular Expression:
- ([[:alpha:]]+) for letters.
- ?, for comma delimiters.

Here's my solution.

Solution

I was able to solve but my solution comes up with a different but similar answer for rounded percentage. After I solved I looked at some other solutions and it appears this is common. I think it depends on how you interpret the instructions but I am comfortable that if you strictly adhere to the rounding instructions, this is the answer you would come to.
