Agree with @clmc9601 about the Life Expectancy score. The score only measures the influence of Life Expectancy on happiness. Not clear how "highest score" translates to the lowest value or in fact how it correlates to Life Expectancy at all.

Here is my solution...

Bit confused with the output I got originally for the health part - I imagined like others it seems that the higher the life expectancy score the better, but it would seem not from the required output. Maybe this should be specified more clearly in the requirements (unless it is wrong!). Changed my solution to match the required output anyway...
